Who Cannot Get a CICPA Pass

Applications are rejected for holders of: free zone visas (Masdar City and twofour54 are exceptions with extra approvals), visit visas, tourist visas, and visas issued outside Abu Dhabi. Temporary work permits issued by MOHRE are also not accepted. Only employees sponsored by an Abu Dhabi mainland company are eligible. We have been submitting CICPA applications since 2015, and the rejections we handle divide into two kinds. Document errors — a name spelled differently across the passport, Emirates ID and labour contract is enough to fail one — clear on resubmission once corrected. Visa-type rejections do not: they need a visa transfer to an Abu Dhabi mainland entity first, not a reapplication. Ask your PRO for the written rejection reason before doing anything else, because the two need completely different responses.

MOHRE temporary work permits — 3-month, 6-month and 1-year — have not been accepted since August 2019. If your employee holds one of these, a visa transfer to an Abu Dhabi mainland entity is required before applying.
Who can submit a CICPA pass application?
Only the company owner or a registered company PRO can submit. The application form is available in Arabic only, through the Permit Program, and is submitted at the Security Permits Section headquarters.
How do I check my CICPA pass status?
There is no public status portal for individual applicants. Status is tracked through the company PRO or owner who submitted the application — they are the only parties CICPA communicates with, and they can request an update from the Security Permits Section. If your application was submitted through us, we follow it up directly and update you without you needing to chase anyone.
What is the validity or expiry period of a CICPA pass?
A CICPA pass is issued for a fixed period and must be renewed before it expires. The exact validity depends on the pass type and the sponsoring company's Letter of Assistance. An expired pass means denied site access, and a renewal filed after expiry is treated differently from one filed on time — so renewal should always be started before the expiry date. We track expiry dates for our clients and begin renewals early to avoid any gap in site access.
What are the photo requirements for a CICPA pass?
Standard size 4cm × 6cm with a plain white background. The photo must be recent and match the applicant's current appearance. Photos that fail these specifications are one of the more common causes of a returned application, so it is worth checking the format before the file is submitted rather than after.
How much does a CICPA pass cost in Abu Dhabi?

Do vehicles need a separate CICPA pass?
Yes. Every pass is applied for separately. Vehicles entering a CICPA-protected zone — cars, trucks, buses, cranes, excavators — need their own pass linked to the registration plate, and it must match the current Mulkiya. Vessels and marine craft require separate permits again.
How do I renew or cancel a CICPA pass?
Renew before the expiry date. A pass that has already expired means denied site access, and a renewal filed after expiry is treated differently from one filed on time. Cancellation is the sponsoring company's responsibility — when an employee leaves, the company holding the LOA must cancel the pass. Leaving inactive passes open creates compliance problems and can block new applications for the same person. For a lost pass, report it to your PRO immediately and apply for a replacement rather than waiting for the renewal cycle.
Is a CICPA pass the same as a National Guard permit?
They refer to the same thing. Security permits for critical infrastructure access in Abu Dhabi are issued under the UAE National Guard Command, which is why the pass is sometimes called a National Guard permit. Applications and requirements are unchanged.
